wmqtt.jar can be use. because paho library not able reference in android

I'm not sure what you mean. Many people are using the Paho library with Android successfully.

You could, but as it notes on the software page it is no longer developed or supported. If you have problems with it the advice will always be "you should be using the Paho library".
