monasca- api: Port 8070 is not open on node

I am trying to bring up monasca-api with devstack on my machine. stack.sh runs fine but in smoke tests, rest api test fails saying

Port 8070 is not open on node ip-devstack

Hence, I am unable to communicate with monasca. I experienced the same issue with the vagrant way too. Any suggestions?
