Can setup agent in guest VM?

Excuse for boring, this is just a question not a bug.
We want to use monasca to implement our monitoring system of our private cloud product.
Now we want to use it to monitoring guest VMs, I wonder if we could setup agent program in guest VMs.
We face a network connectivity issue when guest VMs in different net.

Or if we can only use libvirt plugin for guest VM monitoring.
