how do i download the code on windows?

You will need to download and install the Bazaar version control system, and then create a branch of this project from launchpad (there are instructions on how to do this in launchpads FAQ).

Or alternately you can browse the code from here http://bazaar.launchpad.net/~bigcat1/modbusdroid/trunk/files and there might be a way to get an archive or something of it from there, but I'm not super familiar with launchpad, so don't just take my word for it.
