Why is there an option to set preferred languages ?

I think there is no need to set a preferred language in the browser.
The web browser language should be adapted to the system language.

You cant' define more than one language as system language, but the ACCEPT-LANGUAGE header defines a (prioritized) list of language the server should use to generate the response.

Example: I'm German, I would like German first, but English is fine too. (Accept-Language: de; q=1.0, en; q=0.5)
