Equivalent photon approximation - intepretation!

Dear Sir:
Last time I ask a question about pdf=2 and was suggested to read this reference
V.M.Budnev, Phys.Pep. 15c (1975) 181
I read it carefully but want to make sure my understanding about pdf=2 is correct.

In the appendix D, eq (D.1) & table 8 in page 272 & 273,
it lists the photon density matrix emitted by several particles,
my understanding is equation (D.1) means photon emitted from
proton and other particles and it is equivalent to pdf=2,3 in madgraph.
Am I correct?

If my understanding is correct,
I would like to know, instead of using cteq6l1 in madgraph,
which pdf I may use to get the information about photon from nuclei with charge Ze.
Could I possibly use any of them (HKM, EKS98, nDS and FGS10) in madgraph
mentioned in the following website?
http://hepdata.cedar.ac.uk/pdfs/
