Hello...
Ubuntu Hardy is a LTS release and still is in developmental stage.. It will change when all the packages are uploaded and once the testing is done... If you want to contribute to ubuntu.. (I mean packaging) refer the ubuntu packaging guide..(a very indepth guide with nice examples)

http://doc.ubuntu.com/ubuntu/packagingguide/C/

Note:
These links might also interest you,

(2).http://www.ubuntu.com/news/launchpad-ppa (its on the personal package archive in short PPA that canonical introduced recently)

and last but not the least, dont forget to subscribe to the Hardy changes list

https://lists.ubuntu.com/mailman/listinfo/Hardy-changes

Which gives an insight into developmental changes in hardy.

Hope it helps

Bhavani Shankar.

We'll soon copy gutsy packages to hardy, but we'll "really" open the hardy repository after the FeatureFreeze or the BetaFreeze (https://wiki.ubuntu.com/HardyReleaseSchedule for the dates).

Cheers,
Lionel
