I have found that i cannot update the repository on my 9.10 machine anymore... i also cannot install any packages.
I am trying to install libdvdcss2 and it won't download properly...

Is the repo down ? if not i seems unable to reach it from holland !!

Yes, the repo's down, so you'll either have to wait a day or so until it's back up. or use a mirror, such as this one:
http://mirror.ucf.edu.cu/medibuntu/pool/free/libd/libdvdcss/
