Since 17 April 2010, ubuntu 9.10 Update Manager reports as follows: http://packages.medibuntu.org fails to respond, and connection is timed out. Before 17 April, no such issue ever occurred with the Medibuntu repository, and updating proceeded flawlessly.

You're right; it's unavailable. The issue has already been raised as a bug:
https://bugs.launchpad.net/medibuntu/+bug/565810
It should be available again later in the week. The bug report has details of workarounds for now.
