Answer: Tekla is designed to control all Android applications that comply with best accessibility practices like those published by the Android accessibility team: http://developer.android.com/guide/practices/design/accessibility.html

There is only one notable exception: Tekla cannot currently access the overlay that appears when the "Menu" button (typically denoted by a set of horizontal parallel lines) is pressed. Additional details are available in the following pages:

This means Tekla works better with some applications than others and, unfortunately, a quick test of the Home Control Assistant application reveals that is not currently accessible with Tekla. However, it is possible to make any application (including HCA) fully compatible with Tekla and, therefore, fully accessible via single switch. We are already working with various app developers who want to make their apps fully accessible to people with mobility impairments so we would be happy to work with the HCA developers to implement compatibility with Tekla.

You can test the single-switch compatibility of any application by enabling the "Fullscreen switch mode" preference under the Tekla keyboard settings, which will turn the entire touch screen into a single switch.
