Can't scan lower ATSC channels

Running ubuntu 10.10, amd 64 dual core system, tuner card shows up as bt878 in terminal lspci command. Me tv 1.36 only scans from channel 19 up. I have several other channels below 19 (actual broadcast channel). I've tried w_scan and still nothing below 19.
Is this a problem specific to this card?

There's something wrong here. The bt878 is an analog chip. Me TV/w_scan are digital applications. Unless you provide more I would say that Me TV does not support this card.

The card is a twinhan vp 32500 ver 1.5 it is listed as both analog and digital reception. The card worked fine under windows and scanned all my digital channels. Is it possible ubuntu or me tv is only seeing the analog. I that were true why is it picking up any digital stations?

Linux will read both the analog and digital devices, Me TV will only read the digital. I don't know what the issue is but if other DVB applications produce the same result then I would assume that this is not a Me TV question. This is a question about your device and Linux DVB support for it, Me TV is not the best place to ask.
