Manage your own Tips

I've been getting a lot of feedback about this.

The idea behind the Tips Menu is to offer users two approaches to having tips.

1) Update tips from a central repository.
2) Create and share your own tips.

When a user creates a new tip, they end up in the "MyTips" section. This tips won't ever be touched by the update process as you can see in code:

I've still need to add a dialog to manage this tips. But users may simply open their tips.json file and edit them as they wish.
