AM/PM time format dont work

every time when i try to change the time format to AM/PM i get 24H format and 24 Hour format is still 24 hour format so i can't use am/pm format anymore?
im using freya x64

Can you tell us what is your current locale by pasting the output of this command in the terminal : "locale" (without the quotes)
