When i try to create a mailing list on the webpage , it gives me the output below

You need to authenticate by providing a password in the "List creator's (authentication) password:" field at the bottom of the form. The password is either the Mailman site password or the special list creator password. These passwords can be set or changed with Mailman's bin/mmsitepass command line tool. Give that command with the --help option for more information.

Note that you can find many of these answers more quickly on your own by searching the archives of the <email address hidden> list and/or the FAQ at <http://wiki.list.org/x/AgA3>.

For example, try a google search for "Error: You are not authorized to create new mailing lists" (including the quotes).
