To which version do you want to upgrade?

The next one, 16.10 is no more supported, and support for 17.04 will end soon (January 2018)
The current version is 17.10, but I am not sure whether a direct upgrade from 16.04 to 17.10 will work without problems (you should not leapfrog releases in an upgrade).

Maybe you should consider waiting another half year until 18.04 LTS is published, and only then do a direct upgrade from 16.04 to 18.04 (LTS-to-TLS upgrades are supported).
