What do you want - replacing Windows Vista by Lubuntu, or installing Lubuntu besides Vista for a dual boot (with the choice at boot time whether you want to start Vista or Lubuntu)?

In both of the cases you will need an external medium for the initial boot of the installer - either a DVD drive or a USB device. If you do not have either of these, then there is the possibility of setting up a netboot server to load the installer from the network (which is somewhat complex).

What you might consider is installing Lubuntu in a virtual environment running inside Windows Vista, e.g. using Virtualbox. This does not require CD/DVD or USB.
