Which Ubuntu release are you running?

You might try

sudo apt-get install flashplugin-downloader

Please mote, that Adobe is not providing a flash version for Linux system higher than 11.2.*
If you need a higher version of flash, you might try the chromium browser with pepperflash plugin.
