Wrong Time Zone at startup

Hello guys,
I'm trying Lubuntu 18.04 from a USB Live without installation and I'm finding out that the default local time zone by selecting the ITALIAN entry at boot is wrong.
By opening the Date / Time control panel, the test time zone is set as ETC / UTC, but in Italy we are using the EUROPA / Rome settings, which are + 2 hours different from the ETC / UTC time zone.
Please, could you kindly explain to me this behavior of the system?
