loCo team problem in jordan

we are a group of Jordan university of science and technology in the IT college .
we have been using Ubuntu operating system and we would like to share this operating system in our community in the university , and we ask the head of computer engineering about this idea and he told us he is 100%with us and he will give us all support we need ,so we search how , and finally we heard about Ubuntu loCo team around the world.
 we search on the official web site of Ubuntu about who is responsible for the loCo team in Jordan and unfortunately we found that the Jordan loCo team is not approved.
from this point our idea born that how possible we can be the official loCo team in our community , and despite the hard of the adoption to this idea we are completely ready to do this.
