Language settings not transfered Ubuntu 8.10

How do I set language and keybord layout for Ubuntu 8.10?

I can not find the place to modify as discribed in the answered question "How do I set language and/or keybord layout?".

Is there something different in the new Ubuntu 8.10?

The language settings are tranfered, the problem is, that the syslinux - config - files are forceing the language-question at startup!
So with a modified syslinux.cfg - file, the Ubuntu-USB-Drive is starting without a question:

DEFAULT linux
LABEL linux
KERNEL /casper/vmlinuz
APPEND noprompt cdrom-detect/try-usb=true persistent file=/cdrom/preseed/ubuntu.seed boot=casper initrd=/casper/initrd.gz quiet splash --
