I don't think Lightspark has been successfully built on Windows yet.
However the player is portable, only the plugin stuff would need rewriting to work in win32.

To quote Alessandro:
"Some work is being done to understand if a MinGW approach is feasibile.
The needed libraries for a MinGW build are boost, ftgl, glibmm, SDL, libiconv, llvm, cairo, gettext, libsigc++, pcre, glew, curl, libxml2, libxml++, pixman, zlib, glib, freetype, pthreads-win32, glibmm."

Lightspark has been recently built for windows, the previous version is even available as a binary download
