Is the packages auto installed on container creation and launch command editable?

The container does not automatically install fonts and theme packages upon creation (I'll separately file a bug for it), and I'd like to set environment variables for apps launched by libertine. Are those editable or are they hard-coded?

I've received an answer in #ubuntu-libertine. Neither of those things are possible.
