make a data&template for FM-36(GTS) using library

Thank you for helping to make data & template of FM-71 CLIMATE.
I will intend to convert TAC(GTS) to BUFR using libecbufr library. so, i am trying to make bufr template.
This time, I was trying to convert FM-36(Template no. 309052) to BUFR. But, i've got problem to do that.
output file is not made well. file is not perfectly made, i think

i tried like this.
$ bufr_encoder -sequence 309052 -outbufr 309052.bufr
$bufr_decoder -inbufr 309052.bufr -dump -otemplate 309052_template.txt -output 309052_data.txt

Is anything wrong?

i will plan to make TACs(FM-12(SYNOP), FM-13(SHIP), FM-18(BUOY), FM-35(TEMP), FM-36(TEMP SHIP), FM-38(TEMP MOBILE), FM71(CLIMAT)) to BUFRs using libecbufr library. So, I hope that libecbufr library will be helpful for me to make template and data files.

It works as expected at my end. Could you be more specific about what looks wrong?

Also, please note that I will be away for several days. I may not be able to answer very quickly for the next while.

You succeded in making it. I envy you.
I'll retry it in my system (ubuntu11.10) and then if i have the same problem, i will specify what happenned
