64-bit Linux build question

When building a 64-bit Linux system, why are the libraries not stored in /lib64, usr/lib64, /usr/locale/lib64? Instead, they are stored in the standard lib folders and there's a link file called lib64 pointing to the lib folder.
Why is that?
