Add an announcement

hi,

is it possible to add an announcement for my project with the API? something that simulates the functionality on <https://launchpad.net/dcbouncer/+announce>, basically.

i am already producing releases with a script close to lp:launchpadlib/contrib/upload_release_tarball.py, and i would like an automated way to write an announcement for my release.

The ability to make announcements is not yet available in the API.
