How can I make a new po file?

where can I found .po file for any sofware ?
and How can I make new one for my program ?

.po files are part of the source code for a particular program that uses GNU gettext utilities - a set of tools that provides a framework to help other GNU packages produce multi-lingual messages.

If you are looking to translate an application, it will depend on which application you are trying to translate. If they use Launchpad for their translations you can get involved by translating within Launchpad - if your translations are accepted they will be used to generate .po files for that application.

If the project doesn't use Launchpad for its translations, you will need to contact the project authors to discover how they deal with translations and how you can contribute.
