rename account please - 'siniestro' to 'ehbello'

I would like to rename my Launchpad account from username 'siniestro' to
'ehbello' but an unused PPA locks my wishes. I suppose that deleting the
PPA, I could can rename my username.

(asking on behalf of emailed query)
userid etc matches.
