Emacs users cannot commit to launchpad

Emacs users are unable to commit to this branch on launchpad:

https://code.launchpad.net/~systers-dev/systers/development

When they attempt the commit they receive:

bzr: ERROR: Cannot lock /usr/local/mailman/.bzr/checkout/dirstate: [Errno 13] Permission denied: u'/usr/local/mailman/.bzr/checkout/dirstate'

Users with vim as their editor have no problems making commits. I double-checked all the file permissions and they are the same for both vim and emacs users.

Everyone has set up their launchpad ID.
