Ubuntu Brainstorm

What is the difference between a well formed Ubuntu-Brainstorm Idea and a Launchpad Blue print .
Why brainstorm ideas are not considered as contributions to Ubuntu ( Launchpad Karma ) , while even simple questions about a project are considered as contributions .
