translation templates did not appeared after enabling synchronization

Please describe with details:
1. what is synchronization - what to what is synchronized. Why it was not set up, but (as we see) https://translations.launchpad.net/ubuntu/karmic/+source/util-linux/+pots/util-linux-ng is working.

2. How to send translation fixes to upstream? (this project uses http://translationproject.org/domain/util-linux-ng.html)
And how to mark somewhere, that upstream translation is done on this URL?

Synchronization is the automatic upload of translation templates and possibly translations from a bazaar branch in to Launchpad Translations. The synchronization script scans the branch for any of these files (denoted by *.pot and *.po file names) and places them in the import queue. From there, the normal import routine imports them into Launchpad Translations.

There is obviously a bug affecting your project, as the template in question and its translations have obviously been imported and can be found here:

It does not show up on the listing for the development series, as you already noticed. We do have a suspicion that is has to do with your trunk series having been removed or renamed. Please see the attached bug for further information.
Also, this page is currently producing and error and the reason might be the same:
https://translations.edge.launchpad.net/util-linux-ng

You provided a link to the util-linux source package in Ubuntu Karmic. Please note that this is *not* the same as the util-linux-ng standalone project that you uploaded the translations to. Maybe the link was wrong or there is some kind of missunderstanding.

About upstream relations: It is the responsibility of whoever is managing a projects translations to provide these back to upstream. To assist you in this, translations may either be exported to a branch or to a tarball that you can download.

There is no bug on https://translations.launchpad.net/util-linux-ng/head/+pots/util-linux-ng, it's just that you do not have translations enabled for your project. Please go here https://launchpad.net/util-linux-ng/+edit to enable the feature.
