kubuntu-ppa/beta needs 4 GB space

kubuntu-ppa/beta PPA is used for backports of KDE beta releases. We are currently using cca 3 GB (while the limit is 1 GB), but we would need to upload couple of more packages that are rejected (see recent rejection of digikam and kipi-plugins uploads by me).

Per a request from another member of the team, it's now been increased to 10GB.
