Launchpad dev managing users

Hi, I'm trying launchpad dev on my server, but I have a question regards users and group management.
If I'm an administrator, how can I remove users or groups? Is it possible to blocking the "registry page" ?
If these are possible how can I do?

Launchpad rarely deletes.
Users can be deactivated or suspended by the launchpad administrator (<email address hidden>:test)
Teams can be merged into other teams so that they are affectively deleted.

It is not possible to block registration. An email address cannot deleted, thus it cannot be be reused--EVER. Once an account is suspended through the administer link from the user's profile page, that account and email address is locked forever, neither can be reused, which prevents them from being re-registered,
