"Add download file" feature in Releases management

For each project registered there is a link in releases management which permits to add a file such as Code release tarball, README file, and so on.
Where are these files stored? Is it possible to view/download them or they are meant for other activities?

There's a link "Download projects files" in the Actions box in the project's overview page.
(e.g. https://launchpad.net/bzr/+download)
