Publish translation info through launchpadlib

As of this date launchpadlib is of little use for people who want to do LP hacking for translations.

There's a question[1] on launchpadlib that instructs to post the question here.
Some functionality that would be useful:
* get an enumeration with the projects where a person summited translations
* get an enumeration with the translations done by a person in a given project
* get a list with (total translatable strings, strings with suggestions, strings changed in LP, untranslated strings, fuzzy strings) for a given (project name, ubuntu release, language) tuple
* get a list with the same data over but on for the whole ubuntu release for a given language

These would be useful to help build statistics about the dynamics of translations (aka making nice charts highlighting the variations of these numbers over time).

I agree. Providing the APIs is one of our higher priorities. However, not a top one at this time.

We should be starting on it soon, but not before 3.0 is out the door.
