Can't push branch

When I try to push a branch to bzr+ssh://bazaar.launchpad.net/~stuart/sandpad/branches/1.0/internalfenv, I get this error (from TortoiseBzr):

Connected (version 2.0, client Twisted)
Authentication (publickey) successful!
Secsh channel 1 opened.
bzr: ERROR: Permission denied: "~stuart/sandpad/branches/1.0/internalfenv/": : No such distribution: 'sandpad'.

Launchpad does not support nested branches in the sense you mean.

The namespace is structured. Normal project branches are USER/PROJECT/NAME.
Package branches USER/DISTRIBUTION/RELEASE/PACKAGE/NAME (IIRC). Launchpad thinks you're trying to create a package branch in the distro "sandpad", which obviously doesn't exist.
