   I want my personal Launchpad account ,is it possible,if yes can you please specify what is the correct procedure
   to do it.is their any document available..?

you can create your account on launchpad by going to the link : https://help.launchpad.net/YourAccount/NewAccount
read the steps and that will lead to your new launchpad account.
