Companies are allowed to charge a fee for copies of the Ubuntu CD. You might want to take a look at the following page from the Free Software Foundation, authors of the GNU General Public License: http://www.gnu.org/philosophy/selling.html .

They are also correct that Canonical charges for the CD. Single copies are available for free to individuals; people who have made contributions to the project are eligible for larger quantities, also for free. In special cases it's possible to work out larger numbers of free copies. In most cases, for instance if you are running a company that wishes to sell CDs complete with printed labels and covers with flashy artwork, it's necessary to purchase them from http://shop.canonical.com and prices range from US$26.95 for a pack of 20 CDs up to US$214.25 for a pack of 200. Neither of those prices includes the shipping charge.

You are correct that the company doesn't make it clear on their site that they are completely free to download the ISO image from Canonical, burn it to CD themselves, and distribute the copies for free. You may wish to e-mail them to ask them to clarify what sort of CDs they are providing.

Can you help with this problem?
