go to menu: system -> system administration -> users and groups -> there you can add a new user. Happy easter!

If you were trying to creante an account in Launchpad, we need more information to track the problem.
Things you should consider:
- a detailed description of the error;
- OOPS-ID;
- the url where the error occurred;
- what you were trying to accomplish when the error occurred.
