OOPS-1277CEMAIL5 on attempt to respond to a bug, why?

This seems new, I've responded to bugs on launchpad before, I think. Is this just a temporary failure?

Say, is the fact that:

This looks like a bug. I'm converting this question to a bug report and I'll investigate further.
