making a duplicate slightly larger than the original

I have a template of a simple line picture. (a babies onesie) I want to make a duplicate that is slightly larger than the original creating a shadow effect when using a diecut. How do I do this?

This sounds like a question about a graphical program. You have asked it in the Launchpad project, which is the project that develops the software running this website.

You'll probably find better answers by searching the internet directly, rather than asking. Somebody else is bound to have asked the same thing, somewhere.
