My team's PPA lacks an OpenPGP key

My team's PPA doesn't have an OpenPGP key:

Steps we did:
1) The team owner made a launchpad account, created a team, and a PPA for the team.
2) AFTER that he uploaded a pgp key for himself and became an Ubuntero. I know that's supposedly not possible, but that's what happened.
3) We copied some packages from other PPAs to ours. Waited 9 hours, no key was generated.
4) On bigjools suggestion, we tried uploading a package (2vcard - 0.5-3ubuntu1) to see if that would trigger the key generation process. An hour later still no key is generated.
