How do you ask a question on the Answer page of a project that doesn't have the "Ask a Question" Button?

How do you ask a question on the Answer page of a project that doesn't have the "Ask a Question" Button?

For example, this page has an "Answers" page with a bunch of UI elements implying that I can search questions, etc., but there is no way to ask a question. https://answers.launchpad.net/~nextcloud-devs

Are answers 'disabled' on this project? If so, could that be made more clear? If not, how do I ask a question?

P.S. I am trying to ask this question about the Answers feature; I don't know what lpbuildbot-worker is -- apologies if it ended up in the wrong place; I was just following links from here: https://answers.launchpad.net/

https://launchpad.net/~nextcloud-devs is the main page for a team, not for a project and the related answers page lists all questions that are affecting that team (e.g. subscribed by that team).

Remark: I move that question to the area "Launchpad itself" which probably is a better target that the lpbuildbot-worker project
