In general we can't help you with issues with specific build systems or packages that you might build on Launchpad, because we can't possibly be experts in all of them. You'll have to work this out for yourself, or ask experts in the particular ecosystem you're working with.

(This sounds like maybe a missing Build-Depends of some kind, though.)
