Google reporting "flakiness" accessing ppa:cloud-images/anthos-1.16

We have reports from inside Google that their access to https://launchpad.net/~cloud-images/+archive/ubuntu/anthos-1.16 is "flaky".

Specifically, attempting to run the command:

 add-apt-repository ppa:cloud-images/anthos-1.16 -y

often produces the error:

 Cannot add PPA: 'ppa:~cloud-images/ubuntu/anthos-1.16'

To quote from their report

 "we noticed that the command succeeded some times but the failure flakiness rate is quite high."

This issue was originally reported on 11th Oct around 7-8am UTC, but then appeared to be resolved later in the day.

However, the issue then happened again on 14th Oct around 2-3am UTC.

Have there been known issues or partial outages that can be tied to these reports?

Hi Andy,

There was a recent regression (see https://bugs.launchpad.net/launchpad/+bug/2039251) which has now been fixed.
