Private snap recipe builds fail to build without build log

Separately identified pending kinetic publication that is messing up things. Attempted to cleanup kernel team source ppas to prevent such copies ever again.

It turns out that the kinetic publications were a red herring (though independently a problem elsewhere); I realized what was going on when I remembered that we'd recently populated a test rebuild and then found that its first builds were dispatched ten minutes before this problem started to show up. Running the neglected `ANALYZE` step from https://wiki.canonical.com/UbuntuEngineering/Foundations/DistroTestRebuilds#Procedure fixed it.
