sudo add-apt-repository ppa:open5gs/latest command throws this error
W: Failed to fetch http://ppa.launchpad.net/open5gs/latest/ubuntu/dists/focal/InRelease Could not connect to ppa.launchpad.net:80 (2620:2d:4000:1::3e), connection timed out Could not connect to ppa.launchpad.net:80 (185.125.190.52), connection timed out

This looks like a network problem somewhere between you and us, rather than a problem with ppa.launchpad.net as such. The site is responding fine on both those addresses.

If you can't resolve this locally or with your internet service provider, then the output of `mtr --report -T -P 80 185.125.190.52` might be helpful.
