Increase size and lower build score for PPA ~zhsj/go1.21-rebuild

I plan to use this PPA to rebuild Go packages with golang-1.21 on amd64.
Last rebuild uses 3.4 G so I think 5G limit is enough.

The size is already 8GB, we'll lower the build for you.

Oh, I didn't realize the default storage limit is 8G (Some years? ago it was still 2G). Thanks.
