Uploading small file into Launchpad staging bug will always fail

When I upload the "oem-somerville-tentacool-meta_22.04~ubuntu1.debdiff" file in https://bugs.launchpad.net/oem-priority/+bug/1981784 to https://bugs.staging.launchpad.net/oem-priority/+bug/1981784, it always failed.

I've worked out what I believe to be the necessary firewall change and filed https://portal.admin.canonical.com/C157547 for that.
