"external" partner contact (accounts @baylibre.com) do not receive messages from Launchpad PPA

Hi

we've got partner accounts ( launchpad accounts @baylibre.com from launchpad.net/~txn-team ) complaints about failing to upload packages on the PPA (https://launchpad.net/~txn-team/+archive/ubuntu/ppa) also not receiving any notices from Launchpad PPA

the launchpad accounts of complaint are

Launchpad discards unsigned uploads or those signed with an unknown key, because it has no way to know that email notifications for those will go to the right person.

In this case, I can see the following recent upload attempts to that PPA:

 * 2023-05-11 08:36:09, 2023-05-11 09:00:09: both unsigned
 * 2023-05-11 09:18:08, 2023-05-11 09:28:10, 2023-05-12 12:27:10: signed with a key (51A5857244BE1D5F) that does not exist on keyserver.ubuntu.com
 * 2023-05-12 12:35:10: signed with an unknown key as above, and also uploaded to the syntactically-incorrect upload path `~<glaroquebl>/ubuntu/txn-team/ppa`
 * 2023-05-12 13:30:09: accepted
 * 2023-05-12 13:49:09: rejected due to being older than the version already in the same Ubuntu series in the same PPA (and we sent a rejection email)

Please point the partners at https://help.launchpad.net/YourAccount/ImportingYourPGPKey#Importing_your_key_into_Launchpad_with_gpg - anyone who needs to upload packages to Launchpad must follow this, and must sign their uploads.
