Clean up bug report template

I don't know who the right person is to ask this, so I try it this way.
When creating a bug report the template still contains the reference to ask.openstack.org which is not available anymore for quite some time now:

 - Ask OpenStack: http://ask.openstack.org

This line should be removed in the launchpad template for openstack related bugs.

Could you please elaborate when this reference is shown, e.g. for which project do you create a bug report?

Apparently, the bug I created [1] was for a deprecated repository [2]. So my question is probably invalid.
